Classic car appraisal — protection for your automotive heritage
A classic car appraisal is the expert, written documentation of the condition, originality and market value of your classic. Unlike the valuation of a normal used vehicle, this requires deep model knowledge, a feel for originality, an understanding of regional and international market prices, and an objective assessment of the maintenance and restoration state. As a TÜV NORD Partner in Erlangen I prepare classic car appraisals for three core purposes:
- H-plate appraisals under §23 StVZO (German Road Traffic Licensing Regulations)
- Insurance valuations for classic car policies (e.g. Allianz classic car policy, OCC, Helvetia, Mannheimer)
- Market value reports for sale, purchase, inheritance or a restoration investment decision
The H-plate — preconditions
The H-plate (historic vehicle registration) under §9 paragraph 1 FZV in conjunction with §23 StVZO brings tax advantages (a flat €191.73 of motor vehicle tax per year) and grants free access to environmental low-emission zones — even without an emissions sticker. For a vehicle to qualify for an H-plate, the following conditions must be met:
- Minimum age of 30 years — counted from the date of first registration.
- Condition grade 2 or better — meaning "good" to "very good" on the 1–5 condition scale. Grade 3 is not sufficient.
- Largely original substance — essential elements must correspond to the original state. Period-correct modifications (parts fitted within 10 years of first registration) are generally permitted.
- A passed periodic technical inspection (HU) plus a separate assessment under §23 StVZO.
Important: The assessment under §23 StVZO is not the same as the standard periodic technical inspection. It is a separate, additional appraisal of the vehicle's worthiness of preservation, its originality and its overall care. Only those who pass both receive the H-plate.
Valuation for classic car insurance
Classic vehicles are generally not insured at a Schwacke-style residual value but at an individually determined market value or replacement value within a specialised classic car policy. Providers such as the Allianz classic car policy, OCC, Helvetia, Mannheimer or Belmot require an up-to-date, qualified valuation — typically no older than 2 to 3 years.
The figure stated in the insurance appraisal decides what your insurer pays out in a total-loss event. A valuation set too low translates into a tangible loss of value; one set too high inflates the premium and is, in any dispute, capped at the actual market value anyway. A serious, market-aligned valuation is therefore essential.
Condition grades 1 to 5 — the industry standard
The classic car community works to a binding 5-step condition scale. I grade transparently against these criteria:
Grade 1 — Concours condition
Restored or original to as-new condition. No technical or cosmetic defects. High-quality restoration with correct period materials. Rare — collector and concours level.
Grade 2 — Good condition
Defect-free, roadworthy, with age-appropriate signs of use. No remedial work required. The minimum threshold for an H-plate.
Grade 3 — Used condition
Fully functional and roadworthy, no immediate investment needed, but with visible signs of use. Not sufficient for H-plate qualification.
Grade 4 — Worn condition
Drivable but with significant defects. Restoration required — investment necessary.
Grade 5 — Restoration project
Not roadworthy, often deregistered, a full restoration is required. Often valued only as parts donor or substance.
Originality & restoration assessment
When valuing a classic, the condition of care is not the only thing that counts — originality is decisive. I check chassis and engine numbers against the registration documents, verify original colours (e.g. via the data plate or classic-car databases), and assess the authenticity of the interior, the wheels and the period accessories.
For restored vehicles I document the scope and quality of the restoration — bodywork, paint, engine rebuild, interior renewal. Supporting documents such as invoices, photographic records and workshop documentation increase value and are expressly recognised in the report.
Youngtimers — the classics of tomorrow
The youngtimer category (15–30 years old) is also an important one. Models such as the BMW E30, Mercedes-Benz W124, Porsche 996, Audi 80 Cabriolet or VW Golf GTI Mk3 are already sought-after collector cars today. For these I offer market value appraisals — useful for grading into "youngtimer" insurance tariffs and as decision support before major restoration investments.
Why a specialised classic car appraiser?
§23 StVZO
Recognised H-plate appraisal for registration as a historic vehicle with all the tax and emissions-zone advantages it carries.
Insurance valuation
Accepted by Allianz classic car policy, OCC, Helvetia, Mannheimer and other specialised classic car insurers.
Condition grades 1–5
Transparent, market-standard grading — fair for sellers, buyers and insurers.
Originality verification
Chassis and engine numbers, colour codes, equipment details — original substance is where the real value lies.
The process — from appointment to appraisal
- Initial assessment: Model, year of manufacture, purpose (H-plate, insurance, purchase/sale). I quote a transparent fixed price immediately.
- On-site appointment: Personal inspection in your garage, in the restoration workshop or at my office in Erlangen. Duration 1–3 hours depending on the vehicle.
- Test drive on roadworthy vehicles — to evaluate technical function.
- Photo and detail documentation of all relevant assemblies.
- Market analysis based on current sale prices of comparable vehicles — both nationally and internationally (e.g. Classic Trader, Mobile.de, international auction results).
- Finished report within 5–10 working days, accompanied by extensive photo documentation.

For "normal" used cars under 30 years of age, the classic vehicle valuation is the right route. After an accident — even involving a classic — I prepare an accident report with special consideration of collector value. For engine damage, my specialised engine damage report is the right choice.
